    一段时间，在我市人民公园内，一些民间艺人自发组织开展民间戏曲演唱活动，不可否认，这在一定程度上丰富了市民的业余文化生活，对发展民间艺术也起到一定的作用。与此同时，巨大的噪音也给附近居民带来诸多影响，特别是给xx中学和xx中学的教学带来严重影响。为此，市园林处本着保护和改善居民生活环境，维护正常的教学秩序，防止噪声扰民，根据《xx市环境噪声管理暂行办法》的规定，特通告如下：
    一、市人民公园内不得搭台唱戏；
    二、对违反本通告规定私自在公园内搭台唱戏产生噪声扰民的，群众可向本市环保、公安部门投拆或举报；
    三、本通告自2009年10月1日起实施。
    特此通告，请有关人员配合我处做好工作。
