县政府：
　　为贯彻落实省政府办公厅《关于深化“放管服”改革加快转变政府职能的意见》和市政府《关于落实全省“三位一体”政务服务管理模式改革的实施方案》精神，抓住“一件事清单”，实现“一门一次一网”集成服务、一体办公，打破部门界限、政务藩篱和信息孤岛，全面实现实体政务大厅和网上政务大厅深度融合，进一步提高政务服务质量和水平，结合我县实际，拟新建市民中心综合办公楼一幢，为我县便民服务、政务服务和公共资源交易提供更为便利、完整的平台。
　　现**县政务服务中心和公共交易中心合租私人写字楼一幢，建筑面积***平方米，实际使用面积**平方米，与上级要求有很大差距。由于面积较小，致使场地严重拥挤，没有会议室、档案室、值班室、食堂等必备办公条件；设施设备严重老化、功能缺失、部分上级硬性要求配备的办公设备无法安置，办公用房存在屋顶漏水、窗户漏风、墙体下沉、地下室渗水，污水横流，气味难闻等现象，是全市办公环境与质量最差的政务服务大厅，与上级要求的市民中心的功能相差甚远。
　　2019年*月，《**县人民政府关于筹建**县市民中心的请示》，市政府xx市长已批复，同意我县新建市民中心一处。2019年*月，**建设勘察研究院有限公司编制了《**县市民中心方案设计》。按照便民、节约、高效的要求，遵循地理位置明显、交通便利、群众办事方便、公共设施完备的原则，结合我县实际情况，拟建市民中心建筑面积为***（包括市民中心、行政审批局、公共资源交易中心、图书馆），项目预算投资2800万元，现申请继续列入我县财政预算。
