　　为提高城管人员文明执法行为，西峰区城管局从2011年8月份开始，与清华大学法学院公法研究中心合作草拟《甘肃省城市管理行政执法指南》，旨在规范城管执法行为，化解城管执法中的突出矛盾。
　　10月21日-22日，《甘肃省城市管理综合执法指南》课题组在西峰区召开座谈会，清华大学法学院副院长余凌云教授和省政府法制办依法行政宣传指导处处长杨国民，市法制办副主任尚小峰，西峰区法制办主任赵治安及西峰区城市管理行政执法局局长胡长富、副局长麻新民、刘方荣，纪检组长杨群生等领导参加了座谈会。
