    “我们终于有了自己合法的身份证了。”xx协会的负责人拿着刚刚打印好的《社团登记证书》，喜悦之情溢于言表。这是xx市民管局社会组织登记管理创新、简化登记审批程序以来的首批受益者之一。
    在我国，长期以来对于社会组织的登记管理一直遵循“双重管理”制度，即社会组织必须找到一个“业务主管单位”挂靠后，才能在民政部门登记。这被社会组织戏称为“找婆婆”。很多社会组织因找不到政府部门或具有政府背景的机构挂靠,无法登记。致使这些组织长期游离于政府监管之外，成为“非法组织”。
    今年以来，xx市民管局积极探索社会组织登记管理创新，根据我市社会组织发展状况，经过多次研究，决定对公益慈善类社会组织率先实行“直接登记”，即不需要挂靠业务主管部门，直接向民政局申请登记。这一尝试打破了公益慈善事业主体过于单一的“坚冰”，势必极大地促进我市公益慈善社会事业的发展。
