    第一条  为加强全区人口信息保密管理，提高工作人员保密意识，落实保密责任，确保人口信息秘密安全，结合实际，制定本规定。
    第二条  本规定适用于xx市矿区可能接触、知悉人口信息网络人员的保密管理。
    第三条  可能接触、知悉人口信息人员必须签订保密承诺书。签订人员包括在岗（在职、借调、聘用）及离岗未满三年（退休、调离、辞职）的人员。
    第四条  区计生局负责组织保密承诺书的签订工作。
    第五条  签订保密承诺书之前，应当将国家保密法规制度的重点内容以《保密告知书》的形式予以通告，作为签订保密承诺时必须重点对照的行为规范与承诺内容；对有关人员进行保密教育，要求熟悉保密承诺内容，知道违规和泄密应当承担的法纪责任，并能够按照承诺的内容履行保守人口信息秘密的义务。
    第六条  签订《保密承诺书》必须由本人签署姓名和日期，不得代签；《保密承诺书》一式二份，除本人留存一份外，区人口计生局存一份备案，长期保存。临时聘用或借调人员应当于上岗前签订保密承诺书。离岗人员应当于离岗前签订相应的保密承诺书。
    第七条  保密承诺执行情况纳入年度考核内容，签订人员必须在年度述职或工作总结中对保密承诺执行情况作出说明，对违反保密承诺的，在年度评先评优中实行一票否决制。
    第八条  凡违反保密承诺而发生泄密事件或重大泄密隐患的，依法依纪追究相应责任。
    第九条  本规定由局办负责解释。
