　　2013年3月15日，郧西县国税局办税服务大厅收到一笔特殊的税款，缴税的是国税稽查局陈局长。“陈局长，你又没做生意，怎么会缴税和罚款呢？”办税服务大厅工作人员小陈诧异地问道。我是来帮他缴“人情税”的，陈局长一边笑着，一边指着与他一起来的人说道。话音刚落，那人脸一下子就红到了耳根边。

　　脸红人名叫张亮，是陈局长的亲戚，在县城北路做百杂货生意。今年2月，郧西县国税城关分局对城区2100余户个体工商户的月税负依法据实进行了调整，为确保税负公平、公正、公开，郧西县国税局首先从内部入手，对全县所有国税干部的亲属纳税情况进行了一次全面清理，逐一登记造册，张榜公布，统一税负，并明确规定严禁利用关系开绿灯走后门缴“人情税”。张亮的2月份月纳税款在这次调整中上涨了50%，开始他还不以为然，认为自己有个亲戚在国税稽查局当一把手，调他的税只是做做样子给别人看，哪知这次缴税时竞然动了真格，这下他急了，找到当局长的亲戚，要他帮着说说情，陈局长拿出调税的有关法规、文件给他看，并将县国税局的规定讲给他听，可他就是不信，最后扔下一句话“你不帮我说情算了，2月份的税款我反正是就不缴了！”转眼到了3月15日，张亮又跑来了，因为他不仅收到了催款通知书，而且收到了罚款通知书，这回陈局长没有说什么，而是径直领着他来到了办税厅，当着他的面自己掏腰包替他缴清了欠税及罚款。
