县政府：
河北※※房地产开发有限公司为业内知名企业，实力强，信誉好。近年来，先后在石家庄、保定等地成功开发了6个房地产项目，均取得良好的经济效益和社会效益。今年5月初，我公司到※※实地考察，认为※※具有优良的投资环境的广阔的发展潜力。经公司董事会研究决定，将※※项目列为下一步开发重点。
目前，我公司已将※※项目团队和建设资金全部整合到位，可立即开工建设。但是，有两个问题亟待县政府协调解决。
1、解决项目用地上的遗留拆迁问题。该项目用地已于2016年10月28日经过政府招拍挂取得了国有建设用地使用证，规划方案也已通过县规委会审核。但仍有3户平房、1块土地及1处水塘未拆迁，致使项目无法开工建设。几个月来，我公司多方奔走，仍无实质进展。
2、解决※※街南延问题。※※街是贯穿县城南北的重要通道，对提升城区功能、繁华县城经济起着至关重要的作用，同时也是※※项目的重要出行路径。经了解，目前已完成勘测和拆迁补偿方案制定，但尚未进行拆迁补偿。
针对以上两个问题，我公司提出以下请求：
1、建立※※项目拆迁建设指挥部。由一名县领导挂帅，有一个县直部门为主，郑镇、住建局、城管局、国土局、司法局、公安局、审计局等相关部门参与，抽调人员驻守项目现场，限期拆迁。
2、运用PPP模式破解※※街南延资金制约。县政府可按照经营城市理念，通过PPP模式解决资金问题。我公司可联系推荐3家以上的路桥公司对※※街道路工程进行垫资建设，整体设计，整体施工，工程款分年度偿还。
