　　这次会议的主要任务是，贯彻落实xx省永久基本农田划定工作会议精神，布置xx区永久基本农田划定落实工作，确保按时保质保量完成工作任务。刚才，城区国土分局传达了有关文件和会议精神，对下一步工作提出了很好的意见，请大家抓好贯彻落实。下面，我讲五点意见：
　　一、高度重视，统一思想。要把落实永久基本农田五项任务作为当前的一项政治任务来抓，要高度统一思想认识，自我加压、提速推进，确保按时完成永久基本农田划定五项任务落实工作。
　　二、明确责任，高效组织。这次落实五项任务工作时间紧，任务重，必须建立精干高效组织领导，明确各镇办及相关部门一把手是第一负责人，分管负责人是具体责任人，要按照组织领导到位、技术指导到位、人员落实到位、经费保障到位的要求，全程靠上抓工作落实。
　　三、盯牢节点，全力推进。各镇办及相关部门要盯牢抓紧时间节点，集中人员、集中精力，倒排工期要求，将任务层层分解，明确保障措施，确保在X月中旬完成城区验收、x月底全面完成永久基本农田划定五项任务工作。
　　四、把好关口，确保质量。国土分局、农林水利局要严把落实五项任务质量关口，永久基本农田划定必须“划优、划足、划实”，绝不允许将劣质地、建设用地、未利用土地等划入，必须保质保量完成五项任务。
　　五、加强监管，严格执法。要认识到永久基本农田划好了更要管好、用好，各镇（办）以及城区国土执法大队要严格土地执法检查，对违规占用、破坏永久基本农田的，要坚决严肃查处，情节严重的要问责属地领导，不断提升XX区永久基本农田保护水平。
