　　值此共青团xxxxx第十一次代表大会召开之际，谨向大会表示热烈的祝贺！向各位代表并通过你们，向全区广大团员和青年朋友们致以诚挚的问候!
　　共青团是党领导下的先进青年群众组织，是青年锻炼成长的大舞台，是党的忠实助手和后备军。x年来，xx各级团组织紧紧围绕全区工作大局，始终坚持登高、务实、创新的工作理念，以履行“组织青年、引导青年、服务青年、维护青年”四大职能为抓手，坚持用社会主义核心价值体系教育青年，积极探索和创新引导青少年的途径和方法，进一步坚定了广大青少年跟党走中国特色社会主义道路的理想信念；坚持围绕xx转型跨越发展，动员广大团员青年积极投身“四大xx”建设，扎实推进“我与祖国共奋进，我与xx同发展”、“保护母亲河”、“青年志愿者行动”等工作，为xx经济社会发展发挥了生力军作用；坚持关注青少年普遍性需求，大力促进青年就业创业，着力帮扶困难、特殊和重点青少年群体，积极维护青少年合法权益，服务青少年成长成才取得扎实成效；坚持党建带团建，深入推进团建创新工程，在两新组织团建、驻外团组织建设、街道实体化大团委建设和团组织格局创新等领域取得新突破，团的基层组织覆盖进一步扩大，基层工作活力明显增强；坚持加强团干部队伍建设，深入学习贯彻党的十八大精神和团的十七大精神，锤炼密切联系青年的良好作风，真抓实干，攻坚克难，团的吸引力、凝聚力和做好青年群众工作的能力得到进一步提升。对此，区委、区政府对共青团工作是充分肯定的！
